Can only remotely connect to one of two PLCs connected to my network?

We have two Click PLCs connected to our network, and have set up port forwarding to reach each of them. One we can connect to from outside our network and the other we can't, even though the port forwarding settings are the same for each (apart from the IPs/ports).

Is there a setting I've missed in the programming software that might be blocking this? Or something else I haven't considered? Have tried changing the external ports, no change.

    You really shouldn't be doing any port forwarding to a PLC like this. You are exposing it to the whole internet and this is how hackers get in to PLC systems and start screwing around with your industrial processes.

     

    You should be using a VPN Server on your network and connect in to the network through a VPN client.
